Good title based on a well-known song. There are great elements in the image from the bike, sign, door and of course the person with the brolly. And it being Yellow, brings it out well. Having the person in the center makes it seem very static – but since they are standing still, this is acceptable. The shutter speed setting means we can see the raindrops and that is appropriate for the image. The exposure is perhaps a stop under and we could certainly pull out a lot of shadow details in the person and that would also make them pop like the brolly. I suspect this is a grab shot and the photographer has not had time to reposition. Nothing wrong with that but since it is not square on the line of seats are not parallel and are sloping down to the left. This is a little off putting.
